Has anyone built something that combines UI of the theme widget admin area
with the page editor. So on a single-page basis, there is a 'widget area'
meta-box that one can drag widgets into?

Look for Per page sidebars.

It ads a meta box that says Replace Sidebar X with a custom side bar.

Then you use the normal Appearance->Widgets screen to populate the new
sidebar which will be called PPS-pageslug
